This unit consists of 33 local offices throughout the state that oversees the case management operations for youth under court ordered probation and aftercare services. Community Services also includes the local resource units, which assist in facilitating in-home and out-of-home committed treatment services for youth.

Tracy Whitaker
Regional Director, Western Region
(Allegany, Carroll, Frederick, Garrett, and Washington Counties)
Tracy Whitaker serves as the Regional Director for the Western Region. This Region covers the following counties: Allegany, Carroll, Frederick, Garrett, and Washington. In this role, Tracy is responsible for administering community justice, managing staff and other resources as well as ensuring that the goals and objectives of the Department are carried out within the region.
Tracy has over 25 years of experience working with youth around Maryland. Tracy began her career as a Case Management Specialist, since that time she has served in the following capacities: a Case Management Specialist Supervisor, an Assistant Regional Director, and a MCTC Adjunct Trainer. Prior to joining the Department of Juvenile Services, she worked at Open DOOR's Career Center. In this position, she assisted in the Development of the Gender Specific Training Manual. Tracy is committed to making a difference in the lives of every staff and student she encounters.
Tracy Whitaker earned her Master's Degree in Education from McDaniel College in Westminster Maryland and a Bachelor’s of Science Degree in Criminal Justice from the State University College of Buffalo in Buffalo New York.
